For text and number plates, a solid box is safest: a light blur or big pixels can sometimes be partly undone.

How it works
Draw boxes or ellipses over faces, plates, house numbers or screens, and move and resize them until they fit.
The effect is applied to the full-size photo: blocks are averaged, the blur is wide and strong, a solid box replaces what was there. What was under it is gone from the copy.
The photo is saved again from scratch — a new JPEG, or a PNG for a PNG — with no details stored in the file at all.
What changes
The areas you marked, for good, in the copy. Your original photo is never touched.
Everything stored in the file: the GPS location, the date, the camera — and the small preview many phones hide inside, which plenty of blur tools leave unblurred.
Use a solid box for text and number plates. Pixels and light blur can sometimes be partly reversed; a solid box can’t.
